Minutes from the Occupy Powell River General Assembly

Agenda items were asked for. Put forward were:
1. Smart Meters
2. Tent Committee
3. Solidarity with global May Day Protests
4. Student riots in Montreal
5. Stillwater Bluffs
6. Pipelines

Committee Reports

Smart Meter Comittee report:
ñ Smart Meter march will take place on Saturday, April 28 
ñ Group will meet at BC Hydro location on Duncan Street at noon. 
ñ The March will go down Duncan Street to Joyce the on to the CRC building. 
ñ At 1:00 the committee will put on a public smart meter dangers educational talk.

Tent Committee report
ñ there isn't a main Powell River problem for tents as of yet

Agenda Items Discussed

May Day Protests 
ñ not much happening locally with labor movement
ñ there will be a Occupy Powell River march on Tuesday, May 1, starting at 3:30 at Service Canada on Duncan Street
ñ we are in solidarity with the global Occupy movement

Student Riots in Montreal
ñ there was discussion about the student fees increase as well as other expenses to get an educational
ñ even after graduation there are few meaningful jobs
ñ the rioting is showing the frustration of the students

Stillwater Bluffs planned clear cutting
ñ an option is for the government/regional district to buy it for a park
ñ Regional District has formed an advisory committee for identifying beaches in Powell River And right of way to beaches

     We're the only ones turning out to to the meetings so enough or not we're the grit left over.

     Mark Biagi would like to address the next GA with information

     We need to be sure that we're not discredited by using or disseminating false information.

Powell River Money report

     The Canadian government is proposing to eliminate cash at some point in favor of a chip card.

     Our bills should be ready for print in time for a July soft launch.

What's our focus?

     To indict the criminals in public domain.

Enbridge Pipeline protest why didn't we attend?

     Enbridge is a diversion – the oil by rail ships 40 times as much and is all ready to go through

        Prince Rupert

     Kinder Morgan pipeline in Vancouver already ships two tankers/week and is poised for expansion.

May Day Strike are we taking action?

     The sports day/freedom celebration planned for Sunset Park has been cancelled

     Proposed: A rally at the Service Canada office on Duncan to show support for OWS

     Gary will find out if there are other groups in town planning strike action

     Rob will create a handout

Earth Day Lund  -  Cancel all plans it's not happening.

Roles:

Facilitatorsensure process is being followed and encourages all voices to be heard.

Stackers : keep track of who's hands go up and in what order, so that people speak in turn and signals, for eg. disagreement, aren't missed.

Time-keepers : the assembly consents on how much time it uses discussing each proposal (and whether to extend that time;) the time-keeper keeps track and notifies the group when time is up.

Camera-Person : Ideally each GA is livestreamed so that people elsewhere can watch it on the internet. The camera-person films the GA, and keeps those watching updated through the chat - relaying viewer's opinions to the assembly.

Rules:

Arrangement :
 1. Assembly forms a circle to ensure people can see each other. 
 2. People fulfilling set roles should stand opposite of each other so they can keep track of one another.

GA Time

1.The average GA lasts two hours - after which no more decisions are made - so that people know they can leave without missing out on proposals or discussion. Of course, like anything, the group can consent to extend this time.

2. The first 5 minutes are reserved so that the facilitator can explain hand signals and GA etiquette to new participants.

3. Each Working Group and Committee then gets 3 minutes to give the group an update on their progress and needs.

4. The last 10 minutes are reserved for cementing the next time and place for the following GA (until a regular space is secured.)

5. The rest of the time (avg. 1h 30min) is devoted to discussion and proposals.

Speaking

1. Proposals, comments, concerns, should only take 1 or 2 minutes to announce and sum up.
2. Discussion periods for each proposal are set for 5 minutes - with extensions for as long as participants want to continue on that particular topic.
3. To show respect, we speak in turns, and use hand signals to show our stances - so that we do not interrupt those speaking.

Hand Signals :  In all cases, keep yours hands up high!

Agree: raise both hands and twinkle your fingers :)

Disagree: two thumbs down

Block: form an 'X' with your arms above your head - this means you will leave the movement if a particular decision is passed.

Want to Speak: raise yo' hand up.

Speak Louder: do a "raise the roof"

Proposal (or wish to modify a proposal): fist in the air

Wrap it up: Person is rambling / needs to finish talking - twirl your finger in the air.

Point of Order: Make an 'L' with your thumb and index finger - means process wasn't followed (ie. speaker was missed, forgot to consent on something, etc.)
